Advocates bureau “Yug” participated in AEB presentation “Infrastructure development in the regions" arranged in the city of Rostov-on-Don
On May 20th 2011, on the eve of the day of Europe, a unique international event unifying citizens of Russia and other European countries by the language of culture, art, cinematography and gastronomy, Association of European Business (AEB) made its own contribution to closer business interrelation and cooperation development through the presentation arrangement named “Infrastructural development in regions”. Advocates bureau “YUG” has been AEB member since 2003 and it took its active part in this event.
The presentation focus points covered such topics as establishment of European business in the South of Russia, investment climate, infrastructural development, industrial and agricultural opportunities in the region.
Ruslan Kokarev, Executive Director of AEB, opened the meeting and passed the right of greeting the guests and participants to Timo Khammaren, Head of Economy Department at the EU Delegation in Russian Federation, and to Boris Godzhaev, Representative of the Foreign Affairs Office of Russian Federation in Rostov-on-Don.
Vladimir Zhukov, Deputy of the authorized Representative of President in Southern Federal District, described in all details the work of the Foreign Investments Board at authorized Representative of President in Southern Federal district and told about its rights and authorities in overcoming administrative obstacles on local and regional levels as well.
Oleg Zharko, Chairman of Southern Regional Committee of AEB, and Vasiliy Vysokov, Chairman of Rostov Territorial Subcommittee at Southern Regional Committee of AEB, shared with peculiarities in work of the Southern Regional Committee of AEB and its Rostov Territorial Subcommittee.
Especially interesting and involving was the round table discussion, giving its name “Infrastructural development in regions” to the whole presentation. The subject of public and private partnership raised in report of Yury Pustovit, Managing partner of Advocates bureau “YUG” (ABY), caused vivid interest and active discussion among all the participants. In personal opinion of Mr. Pustovit, based on his own observations, situation in this field is far from ideal. These projects cannot be carried out until there are such obstacles as significant difference in Russian and European public-private partnership regulations, absence of appropriate legislative resolution on reimbursement of production investment to concessionaire in case of early termination of the contract, short-term public budgeting, highly popular policy of playing rules changing and many others.
